The Ministry of Local Government, Decentralisation and Rural Development has implemented component 3.3 of the Greater Accra Resilient and Integrated Development (GARID) Project, which seeks to improve metropolitan planning, operations and maintenance.
The Minister of State at the Ministry of Local Government, Decentralisation and Rural Development, Mr Osei Bonsu Amoah, said this in Accra at the inauguration of an Inter-Jurisdictional Coordination Management Committee (iCIMS) and its steering committee to provide better services to the public for effective resource use.
He noted that the Greater Accra Region hosts 17% of Ghana’s population, including critical assets.
He said this resulted in significant challenges, including urban sprawl, flooding and inadequate infrastructure.
A key deliverable under this component is the establishment of an Inter-Jurisdictional Coordination Management Framework to guide the cross-jurisdictional planning and coordination among the17 GARID Metropolitan and Municipal Assemblies (MMAs) to address the issue of perennial flooding in the region.
“The Ministry is therefore adopting the provisions of Section 31 of the Local Governance Act, 2016 (Act 936), which allows for the establishment of joint Committees among MMAs,” he added.
The Act makes provision for District Assemblies to establish Joint Committees to address issues of mutual interest and may delegate a function of the District Assembly to the so-established Committee.
He, therefore, charged members of ICMC to ensure that the objective is achieved to improve metropolitan governance and management of transboundary problems with a particular focus on drainage and sanitation issues within the context of the GARID Project.
